I suggest, that at least for sand bags we should be able to craft them from curtains or bath towels - the cloth is more or less the same. Note, that Ive looted literally whole West Point, every single building. Then I found about 6 bags of concrete in Barg-n-Clothes at 38x27 (It actually had warehouse-type loot) You should check that out, although I cant guarantee results. Same goes for plaster and concrete powder, of which Ive just found 2 and 3.
